Restriction to skipping hardware MFA setup

When a user who is assigned to key fob (hardware) MFA first logs in, they have the option to skip the setup.

In this release, to strengthen security the time allowed to skip the setup has been shortened from 30 days to 10 days. When the 10 day limit has been reached, a user will be advised that they have to set up their key fob or contact their administrator to switch to software MFA.

Note
This change affects new users only. Existing users who have opted to skip setup for 30 days will retain their existing skip period.
